So currently managers are allowed to buyout a player outright at any time. Proposing that any buyout must be preceded with said player placed on waivers for 72 hours. During this time period that player can be claimed with the claiming team taking on the full salary. After the 72 hours the player can stay on waivers (which is what we have now) or can be bought out. Streamlines the Buyout/Waivers process into one.
Pros 1. both claiming team and waiving team save money. Claiming team doesn't have to put up with the overbidding in FA (on the released player) and waiving team obviously sheds the entire contract.

Don't try to fix what isn't broken.
There is no guarantee that anyone will claim said player. Plus what if a team just one a free agent bid but doesn't have a roster spot available now can't buyout a player right away but has to wait 72hrs. but only has 24hrs. to clear a roster space. Also since the player won't be on long lasting waivers until the 72hrs. is up he would still take up a roster spot. Keep it the way it is simple and effective.
I'm not so sure that the pros and cons are stated properly. I think what it definitely does change is that waiver priority becomes slightly more important.
So while bought out players will have to be bid for in FA and everyone has 24 hours at least to react, waived players are first come first serve now.
I disagree with the pros. If I think a player is cheaper than what he will go for in Free Agency I will put him on waivers and he will be claimed.
98% of the players on waivers are washed up players who are not worth anything and will go for much less than their current salary in Free Agency.
Secondly, the only way we get rid of the buyout thread is if every player put on waivers has to be bought out. I've put players on waivers before just to see if someone will take them but whom I never intend to buyout. The buyout thread will still be needed.
A con is that it makes the buyout process more complicated. If a manager wants to cut bait and has the cap room that is their choice.

Opinion is one thing but when you start to state numbers make sure they are at least accurate. Your 98% is not close to what it actually is. Check the waiver thread.
Mets I looked. There is only 1 player on waivers who was worth the price. There are some okay players but not many worth their salary. I stick by the 98% on waivers are not worth it.

Ryan (Cubs): Technically you should be dropping a player anytime a draft pick or trade takes you over the limit of 20. I must've missed it but Yankees needs to release one of his MiLB players, they are the only team over the limit right now

Ryan (Cubs): Technically you can't bid on Yuki in free agency until he pitches an inning in the MLB. You could have drafted him in the MiLB draft, but players that haven't made their debut can't be nominated in Free Agency.

Mariners (Rook): I do believe Ronel Blanco free agent final bid of $3/3 by LAD is invalid and the player should be returned to free agency. That was LAD last transaction and it put his cap -0.25. We can’t go negative cap. What say you?
