I am for a strict penalty but that seems a little harsh... What about acting as a buyout? If you do it with a high priced player/highly wanted player it costs some significant money and they can't bid on them again (Working as a standard buyout). That kind of money can add up in a hurry. Maybe after incident 2 or 3 you start losing picks. I'm pretty sure there has been a certain culprit who has been bidding people up and forgetting he bid on players...

I would agree with the buy-out option. If someone doesn't put them on waivers, then I would deem that as an error (or mis-play). An error should be penalized. I think picks are far too severe. The buy-out option penalizes the person, and if there are multiple cases, then multiple monies are spent, bringing their buying power down.
Since I know you're talking about me, I missed that player, but I went back and double checked everyone else, and for each of them I cleared a roster spot within 24 hours, and picked up the player within 5 days (usually picking them up when I made the roster spot).
Just like I put in the Free Agency thread, I would drop if Expo's said to (or any Admin for that matter). There have been others that have not made room within 24 hours, and others that hadn't picked up in 5 days. But, since I'm the one people don't like, I get thrown into the fire.

Ryan (Cubs): Technically you can't bid on Yuki in free agency until he pitches an inning in the MLB. You could have drafted him in the MiLB draft, but players that haven't made their debut can't be nominated in Free Agency.
