-Increase to 26 man roster (shouldn't really be much of a fight since MLB is going to it, so we should too) -Waiver Vote (again). We can use the (1) 3 man waivers, (2) same as 2019, and (3) same as 2019 with a full cost buyout option after the 7/31 deadline. -Free Agency. Total contract wins vs same as 2019 where just $$ amount counts. -Penalty for not picking a player up. (1) Leave at $1, or (2) do 1/2 of total contract or $1, whichever is greater

Waiver Vote (again) - (4) same as 2018 - no limit on number of waivers, no timetable on having to bring them back.
Additional suggestion: Polls with more than 2 options, have a 'cut down round,' where the top two voted will go to another poll/round. Then people vote between the two options (unless there is a majority among them - More that 50% of league wants one of the options)... This is just a suggestion, we don't have to do this.

If the only real reason for decreasing salary cap is to try and prevent tanking then there are a couple ways we could offset that and thus provide equal salary cap.
1) Have a lottery for draft picks, broken up into tiers. Last 5 teams lottery for picks 1-5. Top 5 teams lottery for 16-20. Then the middle 10 lottery for 6-15. This doesn’t guarantee anyone a No. 1 overall pick.
2) Add supplemental picks somewhere for teams that win a) win their division and/or b) finish with the most improved record.
Additional Note: I strongly agree that we should be increasing roster size to 26 given the real life change this season.

I agree there are better methods to detour tanking than the cap fluctuations. All it really does it make it more difficult for bad teams to get better unless we can stock pile cheap contracts and thats tough cause the top end teams can over pay for draft picks cause they have more $ to burn...
I'd love to see us go to a more balaced cap -- maybe give a few $$ bonuses based on performance top 3 maybe get an extra $6, $4, $2 -- enough to give them a boost, but not $20 difference that really is 2-3 players worth of cap. Maybe give MVP, CY Young cap bonuses... stuff like that... rather than oh your team had a bad year and guess what you get $20 less than other teams to try and improve good luck ! Building strictly through draft in baseball is extremely difficult as we all know since it can take 2-4 years for these prospects to debut.. its not like football and basketball where your top / lottery picks are all seeing significant field time generally and you can turn things around by hitting on a prospect.

This could not be more false. This is literally the most lenient league I’ve ever seen for bad teams to improve. Every place you move up in the standings nets you cap space. And the way that old veterans are undervalued in this league makes it even easier to rise in the standings by inking cheap vets for a year.
You can’t apply the ‘hoard picks and tank’ method every season like you would in a normal league. The managers just need to adapt to the league IMO, not adapt the league to the players.
That’s what makes this league so unique - the opportunity is there to move up if you want to put in the work and manage all season instead of peacing out in June and collecting your #1 pick handout.

Trades-
In order for a fair discussion about trades do we have a 24 hour comment period for trades before they become final. The frustrating part of trades has been the delay before owners voiced their concerns about the trade. Yes, I agree we have had a few of the trades in the last 2 years where we have had a couple owners take advantage of few owners and are borderline depending how you view value $, picks, or players worth. I agree when I have had trade discussions some of the offers I have received are a joke weighted towards the one bringing the proposals.
