Every year there is some consternation about whether or not a rookie (<130AB's or >50 innings pitched). The issue stems from the group of players who might make their debuts in September or as a callup during the season but aren't expected to be on the opening day roster.
It's understandable for a certain amount of confusion on players as Spencer Steer and Yainer Diaz were both brough up in a post.
I do believe there is a simple solution to this issue of "defining" the players in such a way that could make it very much appropriate to bid on them.
I recommend the league utilize "Fangraphs Roster Resources" for this group of playesrs when opening the "Free Agent Bid" for the player.
Starting with Spencer Steer.
As of today and when the bid opened I might add Roster Resources has Steer as the opening day third baseman. The opening bid for a rookie could simply include the Fangraphs Roster Resources Link

With this link Steer would be open game and eligible for free agent bid. If he doesn't make the team, at least a mechanism was in place to even open the free agent bidding.
Now
Yainer Diaz is not listed on the Astros Opening Day Roster

With this mechanism in place the ability to open the free agent folder would not be permissable.
I do believe we have the technolgy to smooth this over and make it really simple. No, Roster Resources isn't set in stone and of course things can change as opening day approaches, but it is a great tool to end all arguments when a player has a free agent folder open.
If the player (Say Diaz) isn't available on Roster Resources today but there is an injury in camp and suddenly he is elevated, a good player will take the time to check the page and post him with the link.
I hope this information helps alleviate an issue that seems to creep up every year between the opening of free agency and the start of the season.
